As a follow-up to the 1997 National Summit on Closing Gaps in School/Community Policy and Practice, a policy-oriented coalition of organizations was created to generate mechanisms for the preparation and implementation of a strategic plan to foster policy integration and close policy gaps in addressing barriers to development, learning, and teaching.
